The Challenge
Desarrolladora JA, Inc., an experienced asphalt general contractor in Puerto Rico, faced the challenge of effectively managing ticket data in their pavement rehabilitation project for a Puerto Rico Highways and Transportation Authority (PRHTA) pilot project. PRHTA recognized the potential benefits of implementing e-Ticketing in construction projects and sought to explore its advantages. Traditionally, paper tickets were used to record and track the transportation and delivery of asphalt. However, this manual process was time-consuming, prone to errors, and lacked real-time visibility for all stakeholders involved. The goal was to understand the benefits and feasibility of e-Ticketing, and partner with HaulHub Technologies to utilize their e-Ticketing solutions.
The Solution
PRHTA collaborated with Desarrolladora JA, Inc., and HaulHub to implement their e-Ticketing solutions on a pavement rehabilitation project in the South Area of Puerto Rico. The solution involved securely linking the ticketing data from the asphalt plant to a custom built PRHTA e-Ticketing portal, ensuring accurate capture and recording of all necessary data. The solution aimed to streamline the ticketing process, enhance data accuracy, and provide visibility to all project stakeholders.

The Results
The Story
Desarrolladora JA, Inc. is an established asphalt general contractor with decades of experience working on Puerto Rico’s transportation infrastructure. The company has a strong track record of successfully executing construction projects, including asphalt pavement rehabilitation and maintenance. Selected as a key player by PRHTA, along with Super Asphalt Pavement Corporation as the supplier, all parties were tasked in utilizing HaulHub’s e-Ticketing solutions in the Pavement Rehabilitation and Reconstruction initiative on the Luis A. Ferré Expressway (PR-52), located in the South Area of Puerto Rico as a pilot project.

The implementation commenced at the plant and gradually extended across the transportation of materials, the job site, and the inspection of the pavement process allowing every stakeholder to interact with the e-Ticket at their required stage. This enabled them to access material tickets in real-time, confirm the delivery of loads, and document inspection details and photos directly on the job site. The PRHTA inspector stationed at the plant also utilized the mobile app to include plant inspection temperatures and comments on the tickets before their departure from the plant. Once these actions were completed by personnel, the updates became accessible to all other participants through the web portal. All ticket-related actions were recorded in the audit log, ensuring users could easily verify the inspector responsible for specific comments.

The consolidation and standardization of information in a uniform format enable seamless integration with other e-Construction systems throughout Puerto Rico. This integration capability greatly facilitates automated reporting, data capture, and payment reconciliation, expediting the payment process for contractors.
E-Ticketing also provides stakeholders with information on the number of trucks that have left the plant, the number of trucks accepted at the site, and any potential delays. Additionally, these e-Ticketing calculates the total quantity of asphalt placed at the project each day, making it a valuable tool for payment processing.

The introduction of e-Ticketing in PRHTA’s projects has yielded significant benefits, empowering Desarrolladora JA, Inc. and all other stakeholders with electronic materials data that enhances safety, streamlines inspections, and improves contract administration processing. Encouraged by the positive outcomes, PRHTA is committed to further deploying this innovation in future projects. The ongoing pilot project will expand to incorporate ready-mix material, and the next steps in the implementation plan involve the development of an e-Ticketing construction specification to be included in upcoming projects.
